When the animator's drawings have been scanned into a level, they're stored as a bitmap of pencil lines. Before you can color the level, you need to need to convert it into a different format, which includes the line segments and regions that you'll ink and paint. This takes a lot of computing power, and usually takes a while to complete.
This image processing is done as a separate process, rather than being incorporated into the ink and paint process. This has several benefits:
